I saw this card as being the commander at the head of a deck that either wanted to coerce sacrifices with cards like Cataclysmic Gearhulk, Balance, Cataclysm, Single Combat, or maybe punishing attackers with cards like Wing Shards or Blessed Alliance
These creatures arent used in the decks of players when playing Ravnica: Clue Edition, but are pieces of information that players hold, with the culprit of the murder hiding in the case file envelope
In the vast majority of games, the life that your opponent gains from you nuking their creatures with Swords to Plowshares will not amount to much, unless theyre playing a black deck with life-to-resource cards (watch out for Toxic Deluge or worse, Yawgmoths Bargain !) Swords to Plowshares isnt a particularly expensive card, and its very easy to find
Thanks to its ability not requiring the creature being tapped, it can be activated over and over again, as long as mana is available, meaning this creature can grow to impossible sizes very quickly
Where it does have its uses is when you have enchantment synergy
The Blue Discovery five-mana enchantment will let you draw a card when a creature of the chosen type enters or swings
